TAAC Kenya Public Finance Landscape Report
Description
The study adopted public expenditure tracking design, in which data was collected from national and county levels. The scope consisted of the first half of FY 2020/21. Different methods to gather the required data. The main technique was document records review of AIEs, and delivery records for medical supplies. Secondary data was abstracted from the controller of budget report for funds disbursed to counties and to the ministry of health. Expenditure records for the first half of FY2020/21 were also extracted from The National Treasury disbursement schedules for each of the 47 counties.
Accountability and transparency in budget allocation and expenditure in health, more specifically family planning (FP) and maternal health is critical in attaining a well-functioning health system which works in harmony with the Government’s vision on Universal Health Coverage (UHC). Kenya has witnessed a sustained but modest economic growth in the last 5 years reaching a Gross Domestic Product growth (GDP) of 5.7% in 2019 according to the to the World Bank. The need to determine how the government prioritizes and allocates resources, knowledge on health financing mechanisms for family planning and maternal health is critical in promoting efficient and transparent use of the limited amount of existing funds both at the national and county government levels. TAAC, is supporting these efforts through evidence-based advocacy for accountability, efficient management, and increased funding to address the unmet need for FP and RMNCAH supplies in Kenya.
